There is no minimum time between inspections — if conditions change mid-shift, workers must stop and a re-inspection is required before work continues. Under 1926.451(g), workers on scaffolds 10 feet or higher above a lower level must be protected by either guardrail systems or personal fall arrest systems (PFAS). Guardrail requirements: toprail between 38 and 45 inches high, capable of withstanding 200 lbs applied downward or outward; midrail approximately halfway between toprail and platform; toeboard at least 3.5 inches high where tools or materials could fall. PFAS requirements: the arrest system must attach to a structural member of the scaffold or a separate lifeline — never to the guardrails. Under OSHA 1926.450, a scaffold competent person is one who has the knowledge and experience to identify existing and predictable hazards in the surrounding environment and has the authority to take immediate corrective action, including removing workers. For scaffolding, the competent person must have knowledge of: the specific scaffold type in use, load capacity and how to verify it, all requirements of 1926.451 and the applicable subsection of 1926.452, fall protection options and when each is required, platform construction requirements, access and egress requirements, and conditions that require workers to be removed (structural damage, overloading, missing fall protection).
