A hot work permit is required any time welding, cutting, brazing, grinding, or other spark-producing operations are performed outside a designated safe area. OSHA 29 CFR 1910.252 and NFPA 51B both require a written permit system for hot work in construction, industrial, and commercial settings. Even on construction jobsites where fire hazards are relatively low, most general contractors and insurers require a completed permit before any hot work begins.
A fire watch is a trained person stationed at the hot work location to monitor for smoldering materials, smoke, or ignition during and after operations. NFPA 51B requires fire watch for at least 30 minutes after hot work is complete. If combustible materials are nearby or smoldering is observed, the fire watch must continue until the hazard is controlled. The fire watch must have access to fire extinguishing equipment and be able to immediately contact emergency services.
A hot work permit is typically valid for one work shift (8–12 hours) and only for the specific location identified on the permit. If hot work extends beyond the permit period or moves to a new location, a new permit must be issued and signed by the responsible supervisor. NFPA 51B recommends retaining completed permits for at least one year for inspection and audit purposes.
